Labor Market Reforms in BiH: Flexibility without Security?

This Policy Memo points to the current debates and experiences of other European countries in the domain of labor market, with particular reference to the debate on flexibility and security, which can be used to better understand the current situation and help define the approach to reforms in BiH.

Tržište rada u Bosni i Hercegovini (BiH) suočava se sa velikim izazovima, uključujući kontinuirano visoku nezaposlenost. U fokusu trenutnih prijedloga reformi tržišta rada u BiH i različitih inicijativa i debata o socioekonomskim reformama je fleksibilizacija uvjeta rada, pri čemu se manje pažnje posvećuje drugim važnim mjerama, poput unapređenja politika i institucionalnog okvira za zapošljavanje, sigurnosti radnika u slučaju nezaposlenosti, unapređenja mehanizama kolektivnog pregovaranja ili razvoja programa obuke i obrazovanja.

Ova publikacija je pripremljena uz pomoć Fonda otvoreno društvo BiH (link is external), u okviru projekta Reforme van konteksta? Komparativna analiza europskih i bh. tržišta rada.

Labor market in Bosnia and Herzegovina (BiH) faces great challenges, including persistent high unemployment. The focus of all current proposals for labor market reforms in BiH as well as different initiatives and debates on socio-economic reforms is flexibilisation of labor conditions, while much less attention is paid to other important measures, including the improvement of public policies and institutional framework for employment, social security for unemployed workers, improvement of mechanisms for collective negotiation mechanisms or development of various training and education programs.

This Policy Memo points to the current debates and experiences of other European countries in the domain of labor market, with particular reference to the debate on flexibility and security, which can be used to better understand the current situation and help define the approach to reforms in BiH.

Center for Social Research Analitika is a non-profit, non-governmental organization established in July 2009, and based in Sarajevo, Bosnia and Herzegovina.
