Međunarodna zajednica ima obavezu da pomogne snagama pozitivnih promjena u Bosni i Hercegovini da do maksimuma iskoriste svoje kapacitete, izjavio je danas visoki predstavnik Valentin Inzko pred Vijećem sigurnosti UN-a.

U svom polugodišnjem obraćanju ovom tijelu UN-a, visoki predstavnik je naglasio da iako politika okrenuta ka prošlosti još uvijek ima snagu da izvrši negativan utjecaj, u Bosni i Hercegovini je “svakim danom sve jača snaga ljudi koji su okrenuti ka budućnosti.” On je rekao da međunarodna zajednica mora dati sve od sebe “da pomogne BiH da iskoristi priliku koju joj je dala EU, kako bi 2015. ostala zabilježena kao godina u kojoj se Bosna i Hercegovina odlučno okrenula ka budućnosti.”

“Dešavanja u narednih šest mjeseci će imati veoma važnu ulogu i utjecaj na način na koji će građani Bosne i Hercegovine gledati na dvadesetu godišnjicu Daytona”, rekao je visoki predstavnik.

“Mir je, naravno, neprocjenjiv. I nikada ga ne treba uzimati zdravo za gotovo. Ali, on predstavlja osnovno polazište, a ne završetak puta. Potpuno je ispravno da dvadeset godina nakon rata građani Bosne i Hercegovine, posebno mladi ljudi, očekuju daleko više od svoje zemlje i njenih političara”.

“Ako se u predstojećim sedmicama i mjesecima bude vrijedno radilo i ako se ostvare rezultati, onda ćemo moći gledati ka budućnosti sa stvarnim optimizmom”, rekao je visoki predstavnik. “U Bosni i Hercegovini ima političara i ljudi koji žele da rade zajedno, s dobrim namjerama, kako bi zemlja krenula naprijed. Oni moraju dobiti našu punu i proaktivnu podršku.

The International Community is duty bound to help the forces of positive change in Bosnia and Herzegovina reach “surge capacity”, High Representative Valentin Inzko told the UN Security Council today.

In his half-yearly address to the UN body, the High Representative stressed that although backward-looking politics still have the power to exert a negative influence; Bosnia and Herzegovina has “an expanding force of forward-looking people that is getting ever stronger by the day”. He said the International Community must do everything it can “to help BiH seize the opportunity offered by the EU so that 2015 is remembered as the year Bosnia and Herzegovina turned decisively to the future.”

“What happens during the next six months will play be a hugely significant role in determining how the 20th anniversary of Dayton will be viewed by the people of Bosnia and Herzegovina” the High Representative said.

“Peace is of course a priceless commodity. It should never be taken for granted. But it is the base, not the end state. It is entirely right that after twenty years the people of Bosnia and Herzegovina – especially the young – expect so much more from their country and their politicians.”

“If we see hard work and results in the weeks and months ahead then we will be able to look forward with real optimism,” the High Representative said. “There are politicians and people in Bosnia and Herzegovina who want to work together in good faith to take the country forward. They must have our full and proactive support.”

Kada se sljedeći put budem obratio Vijeću sigurnosti, za šest mjeseci, Bosna i Hercegovina će obilježiti dvadesetu godišnjicu potpisivanja Daytonskog/pariškog mirovnog sporazuma. Početkom jula, obilježit ćemo i 20. godišnjicu genocida u Srebrenici.

Dosta toga je postignuto od tog izuzetno važnog dana u novembru 1995. godine, kada je Richard Hoolbrooke konačno uspio postići sporazum kojim je okončan najtragičniji sukob u Evropi od završetka Drugog svjetskog rata.

Od tada do danas, Bosna i Hercegovina je prošla dug put, ali je činjenica da će dešavanja u narednih šest mjeseci imati veoma važnu ulogu i utjecaj na način na koji će građani Bosne i Hercegovine gledati na dvadesetu godišnjicu Daytona.

Mir je, naravno, neprocjenjiv. I nikada ga ne treba uzimati zdravo za gotovo. Ali, on predstavlja osnovno polazište, a ne završetak puta.

Potpuno je ispravno da dvadeset godina nakon rata građani Bosne i Hercegovine, posebno mladi ljudi, očekuju daleko više od svoje zemlje i njenih političara. Mladi trpe posljedice jer se suočavaju s najvišom stopom nezaposlenosti u Evropi, a mnogi mladi ljudi napuštaju zemlju.

Oni s pravom očekuju više, s obzirom da Bosna i Hercegovina zaista ima potencijal da svojim građanima ponudi prosperitet i normalan način života.

Iskoristio bih ovu priliku da vas pozovem da posjetite ovu prelijepu zemlju i sami se uvjerite u ljepote njenih spektakularnih pejsaža i bogatstvo njene kulturne raznolikosti.

Dakle, šta se treba desiti u narednih šest mjeseci da bismo 20. godišnjicu Daytona mogli obilježiti s novom dozom optimizma u pogledu budućnosti i, što je još važnije, da bismo ulili pozitivnu energiju građanima Bosne i Hercegovine?

Odgovor je jednostavan. Potrebno je da se novoizabrani organi vlasti u Bosni i Hercegovini, i zemlja u cjelini, zajednički angažiraju na poduzimanju potrebnih mjera da bi se iskoristila nova inicijativa EU za Bosnu i Hercegovinu.

Pozitivna okolnost je da sada imamo organe vlasti na državnom i entitetskom nivou koji pokazuju da su spremni da počnu implementaciju napismeno preuzetih obaveza, potpisanih u martu, a što je otvorilo mogućnost za stupanje na snagu Sporazuma o stabilizaciji i pridruživanju s EU.

In six months’ time, when I next appear before the Security Council, Bosnia and Herzegovina will be marking the twentieth anniversary of the Dayton/Paris Peace Accords. At the beginning of July, we will also be marking the 20th anniversary of the Srebrenica genocide.

Much has been achieved since that all-important day in November 1995, when Richard Holbrooke finally succeeded in brokering an agreement to end Europe’s most tragic conflict since the end of the Second World War.

Bosnia and Herzegovina has come a long way since then, but it is also true that what happens during the next six months will play be a hugely significant role in determining how the 20th anniversary of Dayton will be viewed by the people of Bosnia and Herzegovina.

Peace is of course a priceless commodity. It should never be taken for granted. But it is the base, not the end state.

It is entirely right that after twenty years the people of Bosnia and Herzegovina – especially the young – expect so much more from their country and their politicians. They are suffering from the highest youth unemployment rate in Europe and many of them are leaving the country.

They are right to expect more, because Bosnia and Herzegovina really does have the potential to offer its citizens prosperity and a normal way of life.

I take this opportunity to encourage you to visit this beautiful land, to see for yourselves its spectacular landscapes and its rich cultural diversity.

So what needs to happen in the next six months so that we can mark the 20th anniversary with a sense of renewed optimism about the future and even more importantly so that we can re-energise the people of Bosnia and Herzegovina?

The answer is very simple. We need to see the newly elected authorities in Bosnia and Herzegovina – and the country in general – coming together to deliver the steps that are required to take advantage of the new EU initiative for Bosnia and Herzegovina.

The good news is that we now have governments in place at the State and Entity levels that are showing signs that they are ready to start implementing the written commitment that was adopted in March and that has opened the way for the Stabilisation and Association Agreement with the EU to enter into force.

Međutim, da bi se ostvario napredak bit će potrebno postići konkretne rezultate. Neke od reformi će biti teške, ali će pružiti novu šansu ovoj zemlji i njenim građanima.

Preciznije, potrebni su konkretni rezultati koji će:

• osigurati nova radna mjesta,
• poboljšati funkcioniranje i funkcionalnosti institucija, i
• ojačati vladavinu prava, posebno u oblasti borbe protiv kriminala i korupcije.

Vjerujem da se dosta toga može postići u 2015. godini, ukoliko se pokaže opredjeljenje u okviru BiH, i na nivou njenih političkih lidera, za zajednički angažman i rad, kao i za jedinstveno djelovanje.

To je ono što nam je potrebno i to vrlo brzo, kako bi nove vlasti mogle osigurati istinski impuls za pokretanje reformi.

Bosna i Hercegovina je dobila novu šansu i mora je iskoristiti!

Želio bih iskoristiti ovu priliku da iskreno zahvalim ministrima vanjskih poslova Hammondu i Steinmeieru za pokretanje inicijative kojom je Bosni i Hercegovini data ova nova šansa.

Također želim da zahvalim visokoj predstavnici Mogherini i komesaru Hahnu za dalje vođenje ove inicijative.

Novi specijalni predstavnik EU, ambasador Lars-Gunnar Wigemark, nedavno je stigao u Sarajevo i htio bih iskoristiti ovu priliku da mu izrazim dobrodošlicu i još jednom iskažem moju čvrstu opredijeljenost za blisku saradnju sa njim, kako bismo pomogli građanima i političarima koji žele da ova zemlja dalje napreduje.

However, progress will require concrete results to be delivered. Some of the reforms will be very difficult, but they will deliver new opportunities for the country and its people.

Specifically we need to see concrete results that will:

• create new jobs,
• improve the functioning and functionality of institutions and
• entrench the Rule of Law, especially when it comes to the fight against crime and corruption.

I believe that a great deal can be achieved in 2015 if there is a renewed commitment within the country and among its political leaders to pull together and to work together, to work as one.

This is what we need to see and we need to see it quickly so that the new governments can build up a real momentum of reform.

Bosnia and Herzegovina has been given a fresh chance and it must be taken!

I would like to take this opportunity to sincerely thank foreign ministers Hammond and Steinmeier for launching the initiative that has given Bosnia and Herzegovina this fresh chance.

I also want to thank High Representative Mogherini and Commissioner Hahn for taking the initiative forward.

A new EU Special Representative, Ambassador Lars-Gunnar Wigemark, has recently joined us in Sarajevo and I would also like to take this opportunity to welcome him and to once again express my strong commitment to working hand in glove with him to assist those citizens and politicians who want to move the country forward.

Ova inicijativa nudi Bosni i Hercegovini priliku da okonča godine stagnacije i da zemlju vrati nazad na put prema svjetlijoj budućnosti koju svi želimo za njene građane.

Međutim, moramo shvatiti da nema zagarantiranih ishoda.

Postoji li alternativa? Naravno da postoji.

Alternativa je da sve ostane po starom. Alternativa za političare ove zemlje je da i dalje vode politiku iz prošlosti koja je vodila zemlju sve dublje u krizu na uštrb svih građana, posebno mladih.

Moram biti iskren s vama – ima političara koji bi mogli pasti u iskušenje da krenu ovim negativnim i opasnim putem. Kako sam jasno naveo u izvještaju, u prošlih šest mjeseci došlo je do negativnog razvoja situacije, gdje je bilo i direktnog osporavanja Mirovnog sporazuma.

Posebno je bila zabrinjavajuća deklaracija koju je usvojila Narodna skupština RS 17. aprila, kojom se direktno osporavaju nadležnosti Ustavnog suda BiH.

Drugi primjer je deklaracija vladajuće stranke u RS od 25. aprila. Iako se radi o stranačkom dokumentu koji nema vrijednost zvaničnog dokumenta, ja sam ipak zabrinut prijetnjom održavanja referenduma o nezavisnosti Republike Srpske 2018. godine.

Stoga problem ima ime, i zove se referendum. Problem također ima i datum – 2018.

Kao što sam u nekoliko navrata jasno navodio, Mirovni sporazum ne daje entitetima pravo na otcjepljenje, i svaki pokušaj izmjene Mirovnog sporazuma zahtijeva sporazum svih strana.

Sedmicu nakon podnošenja mog izvještaja, Bosnu i Hercegovinu je potresao šokantan incident kada je jedan napadač na policijsku stanicu ubio jednog policajca i ranio dvojicu drugih. Koristim ovu priliku da ponovo izrazim sućut porodici policajca koji je izgubio život na dužnosti. Također želim brz oporavak dvojici povrijeđenih policajaca.

Odgovor vlasti bio je brz i važno je da smo svjedoci sve tješnje saradnje između organa na svim nivoima, kako u zemlji tako i u regiji, u odgovoru na širok spektar policijskih izazova sa kojima se ova zemlja suočava, uključujući i stalnu borbu protiv terorizma, što je, kako nam je poznato, globalni izazov.

The initiative offers Bosnia and Herzegovina the chance to end years of stagnation and to get the country back on track to the brighter future we all want for its people.

However, we need to recognize there are no guaranteed outcomes.

Is there an alternative? Of course there is.

That alternative is to continue doing what we have seen over and over again. The alternative for the country’s politicians is to continue practicing the politics of the past that has been driving the country ever deeper into crisis at the expense of all its citizens, especially the young.

I must be frank with you – there are some politicians who may be tempted to follow this negative and dangerous path. As I made clear in my report, there have been negative developments over the last six months that included direct challenges to the Peace Agreement.

Of particular concern was the Declaration adopted by the RS National Assembly on 17 April that directly challenges the authority of the BiH Constitutional Court.

A second example is the Declaration of the ruling party in the RS from 25 April. While it is only a party document that has no official value, I am nevertheless concerned by its threat to hold an independence referendum in Republika Srpska in 2018.

So the problem has a name. It is referendum. And the problem also has a date. It is 2018.

As I have made clear repeatedly, the Peace Agreement does not grant the Entities the right to secede, and any attempt to change the Peace Agreement requires the agreement of all the parties.

A week after submitting my report, Bosnia and Herzegovina was rocked by a shocking incident when a lone attacker killed one police officer and injured two others at a police station. I take this opportunity to again offer my condolences to the family of the police officer who lost his life in the line of duty. I also wish a speedy recovery to the two injured police officers.

The response of the authorities was swift and it will be important that we see ever closer cooperation between authorities at all levels, inside the country and in the region, to tackle a wide range of law enforcement challenges facing the country, including the ongoing fight against terrorism, which as we know is a global change.

I u zaključku da kažem: prilika koju nudi EU nalazi se na stolu i njome se građanima Bosne i Hercegovine nudi šansa da osiguraju prosperitetan i dostojanstven život za sebe i svoju djecu.

Vrijeme je da se političari ove zemlje odlučno okrenu ka budućnosti u interesu građana Bosne i Hercegovine, posebno mladih.

Ovo je trenutak kada zemlja konačno treba da se oprosti od politike iz prošlosti i da se odlučno opredijeli za novi način vođenja politike, u kome će interesi građana jasno biti stavljeni na prvo mjesto.

Ovo je zaista vrijeme da Bosna i Hercegovina zbije redove i radi kao jedan.

Iskreno se nadam da će papina posjeta Sarajevu u junu osnažiti osjećaj jedinstva u zemlji.

Uporno ističem da je ovo prilika koja se mora iskoristiti!

Ako se u predstojećim sedmicama i mjesecima bude vrijedno radilo i ako se ostvare rezultati onda ćemo, kada u novembru budemo obilježavali dvadesetu godišnjicu Mirovnog sporazuma, moći gledati ka budućnosti sa stvarnim optimizmom.

U Bosni i Hercegovini ima političara i ljudi koji žele da rade zajedno, u pozitivnom duhu, kako bi zemlja krenula naprijed.

Oni u mjesecima koji slijede moraju dobiti našu punu i proaktivnu podršku.

Crtanje granica u Bosni i Hercegovini je iza nas. Podjele i otcjepljenje su neuspjele strategije koje su pobijeđene prije dvadeset godina. Njihovo mjesto je u knjigama istorije.

Strašno bi bilo da iko pokuša oživjeti te opasne strategije. Ako bi se to desilo, sa njima se mora razračunati čvrsto i odlučno. U tom smislu i dalje ću svoje obaveze iz Mirovnog sporazuma shvatati krajnje ozbiljno.

Sve više ljudi u Bosni i Hercegovini, regiji pa i šire sada je u potpunosti svjesno da je budućnost ovog dijela Evrope u reintegraciji, kako iznutra tako i sa ostatkom kontinenta. Ovo nije vrijeme podjela nego vrijeme ponovnog građenja mostova.

Svaki dan sve je jača snaga ljudi koji su okrenuti ka budućnosti u Bosni i Hercegovini.

I kako je samo pozitivna ta snaga, koja prevazilazi etničke i vjerske podjele i donosi novu energiju građanima Bosne i Hercegovine, da bi zajedno radili na izgradnji bolje budućnosti.

Mi – međunarodna zajednica – imamo obavezu da prepoznamo važnost ovog trenutka. Moramo učiniti sve što je u našoj moći da pomognemo snagama pozitivnih promjena u zemlji da do maksimuma iskoriste svoje kapacitete.

Međutim, moram dodati da se podrška međunarodne zajednice OHR-u ustvari smanjuje, i da je meni sve teže provoditi svoj mandat. Sada nije momenat da gubimo fokus ili odlučnost, i molim vas da date svoju punu podršku kako bismo pomogli BiH da krene putem ka EU.

Učinimo sve što možemo u sljedećih šest mjeseci da pomognemo ovim narodima da iskoriste priliku koju im je dala EU, kako bi 2015. ostala zabilježena kao godina u kojoj se Bosna i Hercegovina odlučno okrenula ka budućnosti.

Nadam se da ćemo to i postići i da ćemo dvadesetu godišnjicu Mirovnog sporazuma obilježiti uz osjećaj istinskog optimizma kada razmišljamo o budućnosti. O tome bih želio da vas izvijestim kada za šest mjeseci budem ponovo ovdje.

To conclude my remarks today: an opportunity is on the table from the EU that offers the people of Bosnia and Herzegovina a chance to ensure a prosperous and dignified life for themselves and their children.

This is the time for the country’s politicians to decisively look to the future in the interests of the people of Bosnia and Herzegovina, especially the young.

This is the moment when the country needs to finally say farewell to the politics of the past and to decisively commit to a new way of doing politics that puts the interests of citizens firmly in first place.

This is truly the time for Bosnia and Herzegovina to come together and to work as one.

I very much hope the visit of the Pope in June to Sarajevo will help to foster a sense of unity in the country.

I can’t stress strongly enough – this opportunity must be taken!

If we see hard work and results in the weeks and months ahead then we will be able to look forward with real optimism when we come together to mark the twentieth anniversary of the Peace Agreement in November.

There are politicians and people in Bosnia and Herzegovina who want to work together in good faith to take the country forward.

They must have our full and proactive support in the months ahead.

The drawing of borders in Bosnia and Herzegovina is behind us. Division and secession are failed strategies that were defeated twenty years ago. Their place is in the history books.

God forbid that anyone should seek to reactivate these dangerous strategies. If they do, they will need to be dealt with firmly and decisively. In this respect I will continue to take my responsibilities under the Peace Agreement with the utmost seriousness.

As more and more people in Bosnia and Herzegovina, the region and indeed beyond now fully understand, the future of this part of Europe is re-integration from within and integration with the wider continent. This is the era not of division, but of renewed bridge building.

The expanding force of forward-looking people in Bosnia and Herzegovina is getting ever stronger by the day.

And what a positive force it is as it crosses ethnic and religious lines and re-energizes the people of Bosnia and Herzegovina to work together to build a better tomorrow.

We - the International Community - are duty bound to recognize the importance of this moment. We must do all we can to help the forces of positive change in the country to reach their “surge capacity”.

I must add, however, that the International Community’s support for OHR is, in fact, waning, and it is becoming increasingly difficult for me to fulfill my mandate. Now is not the time for us to lose focus or resolve, and I ask for your full support as we help BiH to move along the EU path.

Let us do all we can in the next six months to help these peoples to seize the opportunity the country has been given by the EU so that 2015 is remembered as the year Bosnia and Herzegovina turned decisively to the future.

I hope this is what we will achieve so that we can mark the twentieth anniversary of the Peace Agreement with a sense of genuine optimism about the future. This is what I hope to report to you when I return in six months.
